Council approves 2025–29 consolidated plan and first-year CDBG/HOME funding recommendations

The Provo City Council voted 6-0 Tuesday to approve the 2025–2029 consolidated plan and funding recommendations for the first-year action plan, which includes Community Development Block Grant (CDBG) and HOME program allocations for the 2025–26 program year.
Redevelopment Authority Director Melissa McNally summarized funding exhibits for Community Development Group (CDBG) allocations and HOME program recommendations. McNally said the committee’s exhibit B lists the recommended CDBG awards and exhibit C shows the proposed HOME funding for the 2025–26 program year.
Councilor Becky Bogdan had asked previously about the Franklin neighborhood safe-routes funding; McNally said the applicant was not funded at the full requested amount and that the project’s delivery of ADA ramps and lighting at specific intersections is contingent on other funding from the city. She identified the intersections as 700 West at 300 South and 400 South in the application for the CDBG funding slice. “I did reach out to Kehan and because they aren’t getting funded their full ask… it’s contingent on other funding that they get from the city,” McNally said.
McNally told the council the consolidated plan and exhibits were available for review; no members of the public spoke during the item. The council approved the consolidated plan and funding recommendations 6-0, with Councilor McKay excused.
