The Black Hawk County Board of Supervisors on June 3 approved a three‑year agreement with Cunningham & Butler to provide employee benefits consulting services at a cost of $46,000 per year, billed quarterly at $11,500.
Amanda Fessmeyer, the county’s human resources director, told supervisors the firm is the successor to the county’s prior vendor after an acquisition and that the annual fee reflects an increase from roughly $40,000 historically but now includes services that previously required separate $5,000‑level RFP fees. The contract term is July 1, 2025, through June 30, 2028, with renewal options or the option to issue an RFP in the future.
Fessmeyer said the county has used a benefits consultant since the early 2000s to support the self‑insurance fund, third‑party administrator work and pharmacy benefit management. Under the new contract structure, some services that were previously billed separately are included in the $46,000 annual fee.
Supervisors asked whether the quarterly billing would return to the board; Fessmeyer said the cost can be paid from the self‑insurance fund and that the county will not need to return to the board each quarter for that payment. The board approved the resolution by roll call.
The agreement replaces the county’s former consultant after an acquisition and aims to maintain continuity of service for the county’s employee benefit programs.
