City awards Wyoming Avenue Phase 2 contract to Big Hunks Excavation; adds $189,414 for WSP construction management

The Laramie City Council on June 3 awarded the Wyoming Avenue Phase 2 construction contract to Big Hunks Excavation Inc. for $2,152,717.16 with a contingency of $215,271, and authorized the mayor and city clerk to sign the contract.
Director Webb summarized the project as the final phase of Wyoming Avenue improvements. Phase 1 installed a stormwater outfall to drain the area to McHugh Wetlands; Phase 2 includes replacing an aging 6-inch ductile-iron water line with 8-inch PVC, then installing curb, gutter, sidewalk and a concrete street. Webb said the contractor expects to complete construction in a single season.
Council then approved Amendment No. 3 to the professional services agreement with WSP USA Environment and Infrastructure Solutions Inc. for construction management and administration for the same project in the amount of $189,414. Webb said WSP, the project’s design engineer, will provide 1,080 staff hours, place an on-site engineer during construction, inspect work for conformance with plans, review submittals and pay requests, run weekly progress meetings and produce as-built drawings.
There was no public comment on either item. Councilors expressed appreciation to staff for securing funding and moving the long-planned improvement forward. Both motions passed on roll-call votes of 9–0.
