Council adopts Wyoming Region 3 Hazard Mitigation Plan update to remain eligible for FEMA grants

The Laramie City Council on June 3 adopted Resolution 2025-46, approving the Wyoming Region 3 Hazard Mitigation Plan 2025 update and authorizing the mayor and city clerk to sign.
Chief Johnson said the hazard mitigation plan must be updated every five years and that local adoption is necessary for continued eligibility for FEMA hazard-mitigation grants. “It’s required to be updated every 5 years,” he said.
Kate Allred, Albany County emergency management coordinator, said the update was a year-long process involving the Wyoming Office of Homeland Security, FEMA, Albany County, the city of Laramie, the town of Rock River and multiple special districts, with public input and reviews; the resulting document is about 500 pages and identifies projects to reduce community risk from events such as earthquakes, floods and wildfires.
Allred invited residents to a disaster survival and preparedness course tied to first-responder youth camp: PER-334 on June 26–27, with the location subject to final confirmation; she said the training is open to anyone 14 and older.
Councilors thanked Allred and emergency services staff for their work. There was no public testimony opposed to adoption, and the council roll-call vote was 9–0 in favor.
