Planning commission alters condition for Wrightsboro Road subdivision: left-turn lane or DOT roundabout required before final plat

The Columbia County Planning Commission on June 5 recommended a revision to a zoning condition for a property between Hamilton Road and Wrightsboro Road (file RZ25-0601), allowing the developer to either construct a left-turn lane into the subdivision or wait until the Georgia Department of Transportation installs a planned roundabout at the intersection.
Danielle (planning staff) explained the property was rezoned in 2020 with a condition requiring a left-turn lane on Wrightsboro Road into the subdivision. The applicant asked to modify that condition because GDOT has planned a roundabout at the intersection that will serve the same function; GDOT has confirmed a roundabout is planned but is at least three years out. Staff proposed a modified condition that would require either the roundabout to be in place or installation of the left-turn lane prior to approval of the final plat that uses Wrightsboro Road for access.
Tyler Finley of Houston Homes, representing the applicant, told the commission the developer does not yet know the timeline for future phases and prefers the flexibility to work with county staff and GDOT on the appropriate improvement. Commissioners asked whether the applicant would be willing to build the left-turn lane if necessary; Finley said the developer would comply with whichever option the county or GDOT requires.
The commission voted to recommend approval of the modified condition, and the recommendation will be forwarded to the Board of Commissioners for final action. Staff noted the change is intended to balance traffic-safety improvements with practical timing and coordination with GDOT's long-range project schedule.
