La Verne approves first reading to rezone 76.55 acres near Waldron and Blair roads to planned density residential

The City of La Verne Board of Mayor and Aldermen held first reading and approved Ordinance 2025-15 on June 3, 2025, to amend the official zoning map for tax map 32, parcels 3.04 and 3.05, and tax map 29, parcels 401.01 and 401.02, comprising approximately 76.55 acres near Waldron Road and Blair Road. The proposed change would move the properties from R-1 (low-density residential) to PDR (planned density residential) with a base zone of R-3 (high-density residential).
Alderman Coates moved to approve the first reading and Alderman Hobbs seconded. Several board members and the alderman representing the affected area discussed constituent feedback and traffic safety concerns. Alderman Hobbs said his original platform opposed retail development in the South Waldron corridor but added that land ownership and the industrial development board's goals have changed that outlook: "When I ran, my platform, was mostly no retail. My platform for running was no retail, especially in the South Waldron Corridor," Hobbs said. He told the board that he met with the landowner (referred to in the record as Land) and that some nearby residents favor an "eat, work, play" concept and improved walkability.
Hobbs also singled out traffic and school-route safety as priorities: he asked staff to use the traffic study to evaluate potential measures such as four'way stops at neighborhood approaches, speed cushions, or other controls timed for school travel. He said a full connection to Walden Road likely remains years away and that traffic mitigation should be an immediate priority as development advances.
The ordinance's updated materials submitted for first reading also add specific uses to the plan: the record notes inclusion of a Hygge Lounge and an extended'stay hotel in the updated section of the proposal.
Motion: Approve first reading of Ordinance 2025-15 (rezoning near Waldron and Blair roads). Mover: Alderman Coates. Second: Alderman Hobbs. Vote (recorded): Alderman Hobbs ' Aye; Alderman Coates ' Aye; Alderman Haas ' Aye; Vice Mayor No ' Aye. Outcome: first reading passed.
Because this action was first reading, subsequent readings, public comment and conditions attached to final zoning action may follow; board members emphasized use of traffic studies and further outreach to residents during the entitlement process.
