Parks department outlines fee structure, marina operations and dock replacement plans

John Holmes, assistant director overseeing revenue-producing facilities, said the parks system maintains roughly 408 separate fees across community recreation, outdoor recreation and special events. "We have 408 different fees that we have throughout, revenue producing, community recreation, and, outdoor recreation, and special events," Holmes said. He told the committee managers survey comparable facilities, aim to keep fees affordable and present fee proposals to the park board in December for implementation in the following spring or summer.
Holmes described Hamilton Creek Park: "We have the Hamilton Creek sailboat marina," and said the marina has wet slips, dry shore slips and dry storage; he acknowledged he did not have an exact current slip count on hand. Holmes said a paddle-board vendor previously had a permit and the department plans to issue a request for proposal (RFP) for summer vendor operations.
Jim Hester, assistant director, explained permit arrangements for sports fields and addressed the Riverfront Park dock: the city has a lease with Lock 1 Marina Services for East and West Bank dock services; the west bank dock was destroyed by a barge, the east bank remains, and replacement design and construction are underway. "They're currently working on that right now ... in the process of getting it designed and built," Hester said.
Committee members asked for supporting documents. Council members sought a clearer worksheet showing current fees, proposed increases, and estimated revenue impact; staff said the district-level revenue reports and a park-board justification document exist and that staff would provide them by email. The presentation recorded no votes or ordinance changes at the committee meeting; the fee schedule discussion was informational and tied to recent park board actions.
