Onalaska approves SCADA design and arc-flash study, extends Franklin Street lift station completion date

The Board of Public Works and Utilities approved two professional services elements for water and sewer infrastructure and accepted a date-only amendment to the Franklin Street lift station rehabilitation project during its June 3 meeting.
Staff asked the board to approve Task Order 25-2 with Strand Associates for two pieces of work: a $29,000 engineering design for 2026 SCADA upgrades and a $36,000 arc-flash study covering the city’s electrical sites. Both items were approved unanimously.
Jared Holter, staff member, described the proposal as two parts. He said the $29,000 portion would fund design and specifications for the 2026 SCADA upgrades and noted Strand Associates has performed SCADA work for the city since the system was installed in 2007. "They're intimately familiar with it," Holter said, adding that familiarity was a factor in the recommendation to retain Strand for the design work.
The arc-flash study, Holter said, is a safety-driven electrical review that will update labeling and lockout/tagout information across multiple sites. The proposal covers 19 sites with 480-volt equipment and calls for producing 62 arcing-energy labels; the quoted cost for that study is $36,000. Holter said the arc-flash work will be incorporated into the city’s updated safety policy.
Holter said the SCADA design was budgeted in the equipment budget and the arc-flash study would be paid from operating budgets for water and sewer under contractual services; he told the board the expense should be absorbable across stormwater, water and sewer lines but that staff would need to find the funds in current budgets.
Separately, the board approved Amendment No. 2 to the Franklin Street lift station rehabilitation agreement with Strand Associates. The amendment moves the contract completion date from June 30, 2025, to Dec. 31, 2025. Holter said the change is a date-only extension and carries no additional cost to the city.
Mayor Kim Smith moved to approve Task Order 25-2 and the Franklin Street amendment; Alder Larry Jurasic seconded both motions. Both motions carried unanimously.
