The Bethlehem City Council voted on June 3 to authorize use-permit agreements with ArtsQuest for three 2025 events: the Sabor Latin Festival, the Independence Day celebration, and the One Earth Reggae Fest. The council grouped the three permit resolutions and approved them in a single 6-0 vote.
According to the memoranda and resolutions, the Sabor Latin Festival is permitted June 27 (2 p.m.–midnight) and June 28 (4 p.m.–midnight) with premises including First Street from Founders Way to the eastern terminus. The Independence Day celebration is permitted July 4 (3 p.m.–10 p.m.; permit duration to 11:30 p.m.) on First Street from Polk Street to the eastern terminus and Founders Way between First and Second Streets. The One Earth Reggae Fest is permitted July 5 (noon–midnight) with a permit duration from 8 a.m. on July 5 until 2 a.m. on July 6; premises mirror other ArtsQuest events on First Street and Founders Way.
Councilwoman Leon moved to group items 10d through 10f; Councilwoman Wilhelm seconded the motion. The roll-call vote recorded Grama C. Smith, Kwiatak, Laird, Leon, Wilhelm and Colon as “aye.” The grouped resolutions instruct the mayor and controller to execute use-permit agreements as deemed appropriate by the city solicitor.
The resolutions were introduced by the city solicitor’s office and sponsored by Council President Colon and Councilwoman Grama C. Smith. No amendments or conditions were attached during the council vote.
