West Richland council approves consent agenda, final plat and awards SR‑224 Red Mountain project

The consent agenda approved ordinances numbered 11‑25 (amending noise regulation exceptions, West Richland Municipal Code section 9.38.0.05), 12‑25 (amending cash deposit rules, section 20.08.070) and 13‑25 (amending illicit discharge detection and elimination, sections 13.82.040, 13.82.050 and 13.82.060). The council also adopted Resolution 25‑25 amending the master fee schedule for street cut permits; Resolution 26‑25 authorizing the mayor to execute a transportation mitigation agreement with the developer of the preliminary plat at the Estates of White Bluffs; and Resolution 27‑25 authorizing security and improvement agreements and approving the final plat for Watermark Phase 1 (file PLAT‑011‑2025).
Council also moved to award the SR‑224 Red Mountain vicinity project during the consenting process; the project is described in staff materials as a Washington State Department of Transportation corridor project and construction was announced to begin July 7.
The motion to approve the consent agenda carried unanimously. No members of the public addressed the consent items during the meeting; the council recorded all votes in favor.
