Board adopts FY26–FY30 capital improvements plan; adoption does not appropriate funds
Summary
The Orange County Board of Supervisors adopted the fiscal‑year 2026 through 2030 Capital Improvements Plan (CIP) by roll call 5‑0; staff emphasized adoption is a planning document that does not appropriate funding for future projects and aligns FY26 projects with the FY26 budget adopted May 13.

The Orange County Board of Supervisors adopted the fiscal‑year 2026 through 2030 Capital Improvements Plan on a 5‑0 roll‑call vote during the work session.
Amanda Amos, contract and procurement specialist, brought the CIP back to the board for adoption after a draft was presented April 8 and requested changes were incorporated. “The CIP is a plan that provides an idea of funding levels for future and gives staff direction on what projects the board wishes to pursue,” Amos said. She added, “Adoption of this plan does not appropriate any funding for future projects.”
Nut graf: The adopted CIP sets project priorities and guidance for staff and aligns the FY26 projects with the FY26 budget the board adopted May 13; the adoption itself does not commit funding to individual projects.
Vote and procedure
A motion to adopt the FY26–FY30 CIP was moved and seconded; a roll call followed with the five supervisors recording aye votes (Mr. Van Halen, Miss Hale, Mr. Nichol, Mr. Marshall and Chairman Johnson). The clerk announced the motion passed 5‑0.
Ending
Staff said the CIP will guide project planning and budgeting going forward; individual project appropriations, if needed, will require separate budget actions.
