The Alamosa City Council on June 4 passed a resolution finding that an annexation petition for the Alamosa Corners property meets the city’s substantial compliance requirements and set an eligibility hearing date as part of the annexation timeline.
City staff explained the action is the first formal step in a multi-stage annexation process governed by state statute; a petition must meet specific plat and signature requirements before the council can consider annexation. “Most of it is governed by state statute. Actually, all of it's governed by state statute,” a city presenter said. The resolution was described as a determination that the petition and plat check the required boxes so staff can schedule subsequent hearings.
Councilor Jan Vigil moved to adopt the resolution and set the public eligibility hearing; the motion carried unanimously. Staff clarified the next step is the eligibility hearing, which will verify contiguity (one-sixth contiguity with city limits) and compliance with the three-mile plan before the council votes on whether to annex the property.
The council also noted a minor typographical error in the resolution title; staff confirmed the body of the resolution used the correct legal term, “substantial compliance.”
