The City Council approved an ordinance vacating multiple prior plats and granted preliminary and final plat approval for the Rockstep Subdivision, actions staff said will reconfigure the former mall property into three blocks and relocate existing utility easements.
Development Services Director Zack told the council the Planning Commission made a positive recommendation in April. He said the vacation and replats will convert multiple historical lot configurations — created by repeated replats over the years — into three blocks to simplify future development. The action includes vacating a stormwater and sewer easement that ran across the mall building and replacing it with a new 40‑foot utility easement along the northwest property line so that the city or utilities can access future installations from the circle to the frontage edge.
Council voted to waive three readings on the vacation ordinance and then approved the ordinance and the preliminary and final plat by resolution. Council discussion included map clarifications, the location of the new easement between the old Kmart and Dollar Tree, and staff confirmation that the new easement connects to the frontage as far as the developer’s property permits.
