The City Council held first readings on ordinances to rezone two tracts commonly identified as land southwest of 20 First Avenue and east of 20 Seventh Street from Agricultural‑Residential (AR) to Office and Professional (OP) and to annex a portion of the same t‑shaped property into the city.
Development Services Director Zack said the Planning Commission reviewed the request and made a positive recommendation in April. He told the council the rezone and annexation are part of an upcoming plat and annexation that would allow the applicant, Diedra Bruner, to build a larger recreation center on existing Lot 3.
Council members reviewed maps and exhibit materials in the packet; staff clarified that one small sliver along the canal is drawn incorrectly on county maps, that part of the property is already inside the city corporate limits, and that the t‑shaped area will be subject to a subsequent annexation action. Staff also noted frontage on Eighteenth Avenue will not be extended to the frontage road; the discussion concentrated on the technical legal descriptions and next steps.
Legal descriptions for the rezoning and annexation were read into the record as the required first readings. Staff told the council the annexation ordinance cannot be waived and will return for further readings and action; no final vote on rezoning or annexation was taken at the first readings.
