The council approved the minutes from the May 20, 6 p.m., meeting on a motion by Estrada with a second by Guerrero. Progress payments passed on a motion by Shane Biden, seconded by Guerrero. Finance resolutions were moved by Guerrero and seconded by Dow and were approved; Mayor Jeff Wagner asked to abstain from the payment to "Dow," which the city secretary noted before the motion carried.
The council approved personnel changes on a motion by Guerrero, seconded by Estrada. On final readings, Ordinances 2025-118, 2025-119 and others (as read aloud at the meeting) passed on a motion by Guerrero, seconded by Shane Biden.
On first reading the council read Ordinance 2025-122 and a second ordinance described in the record as granting a nonexclusive franchise and permit to "1 0 n g l distributing system LLC" to operate an existing 6-inch pipeline and a separate first-reading ordinance granting to "Ehrlich Key Large Industries USLP" a nonexclusive franchise to operate a 10-inch pipeline; both were moved by Shambaughn with a second by Guerrero and approved on first reading. The council also approved Resolution 2025-104, which amends Resolution 2024-233 to correct the named enterprise project to "PCI Nitrogen LLC," on a motion by Guerrero and second by Dow.
