Scottsbluff City Council on Tuesday approved a resolution amending the 2025 one‑year street improvement plan to add a 2‑inch mill‑and‑overlay, including reinforcing fabric, for East and West 40 Second Street, a project staff estimated will cover about 0.9 miles from city limit to city limit.
The change was approved by roll call and will allow staff to put the project into this year’s program and file the document with the state. Public works staff said the overlay is intended as maintenance to extend the pavement life and that the city will coordinate the work with a planned sewer line project to avoid tearing up a newly paved street.
Public Works Director (staff member) described the project in the public hearing and told the council the overlay will include fabric to strengthen the surface and that a 2‑inch overlay “should last about 20 years.” He added, “It should be a fairly short project. I would think a couple weeks, probably.”
Council members asked for clarifications about the project limits, whether the work includes shoulders (staff said it is maintenance only), and whether the planned cemetery sewer-line work would be sequenced to avoid cutting into the new pavement. Staff said the cemetery sewer line runs underneath 40 Second Street and that crews will try to complete the sewer work before paving so the street isn’t torn up after resurfacing.
City staff also said funds are available for the project and the amended street plan will be kept on file and sent to the state after council approval. No new lane widening or shoulder additions were proposed; the action covers maintenance resurfacing only.
The council approved the resolution by roll call (recorded votes listed below). The city did not set a specific start date in the hearing; staff said timeline details will be set as the project is scheduled and coordinated with the sewer contractor.
