Council approves $1.65 million contract for Civic Center Park improvements

Mentor City Council on June 3 approved an ordinance accepting a $1,648,888 bid and awarding the Civic Center Park master‑plan improvements contract to JTO Incorporated. The parks and recreation presentation described the work as adding a parking lot, a turnaround near the municipal pool, a drop‑off for pickleball courts, two new basketball courts (with one existing court to be repurposed for pickleball), and walkways and resurfacing.
Parks staff said six bids were received on May 23 and recommended JTO Incorporated as the lowest and best bidder. The presentation said JTO’s bid conformed to contract requirements and that the company is qualified to perform the work. Staff gave a phased schedule: the parking lot work is expected to be completed by Sept. 5, and the remaining courts and site work is expected to finish by Nov. 14.
Council suspended the rules and approved the ordinance by roll call. No amendments were added at the meeting. City staff told council that the project supports the Civic Center master plan and will increase parking availability and recreational amenities at the park.
Council’s approval clears the way for contract execution and project mobilization; staff will coordinate construction phasing to limit disruption during the summer season.
