The City Council voted Tuesday to accept a purchase‑and‑sale agreement to acquire fee simple title to 643 Laurel Terrace NE for $625,000 to support the Hammond Drive project.
City Attorney Dan Lee presented the transaction and said the parcel comprises roughly a half‑acre; an appraisal done about a year earlier valued the property at $576,000 and staff expected the market increase to justify the $625,000 purchase price. Lee said the agreement allows the current owner, 101‑year‑old Evelyn Cagle, to remain in the home until November, the date identified for demolition of other houses in the neighborhood as part of the larger project schedule. Council approval authorizes acceptance of deeds associated with the transaction.
Councilmember Melissa Mueller moved approval and Councilmember Tibby DeGiulio seconded; the council approved the purchase by voice vote. Council took no other related votes during the meeting.
City staff said the acquisition is integral to the Hammond Road project and will allow the city to proceed with right‑of‑way assembly consistent with the project schedule.
