The Sandy Springs Public Facilities Authority on Tuesday approved a second amendment to the lease for a Simunitions training facility used by the Sandy Springs Police Department and partnering agencies, and adopted a revised parking fee schedule that makes garage parking free for three city signature events.
General Manager Eden Freeman told the PFA the lease amendment covers the space currently occupied by the Sandy Springs Police Department’s Simunitions training facility at 4410 Bankers Circle in Doraville. Freeman said leased space increased because of market demand for small warehouse space in the metro area but that the increase was accommodated within the proposed budget for the city’s fiscal‑year 2026 budget. The resolution authorized the PFA chair to execute the amendment.
The motion to approve the second amendment to the lease (agenda item PFA‑2025‑005) was made by Member John Paulson, seconded by Member Jody Rochelle, and the board voted in favor. The item passed without further discussion.
On a separate PFA agenda item (PFA‑2025‑006), Freeman presented an amendment to the parking fee schedule tied to the City Springs garage and the existing parking agreement with 12 Oaks. Staff said the change does not require a contract amendment with 12 Oaks but does require the PFA to adopt a new fee schedule. The revised schedule makes garage parking free for three large city events — Juneteenth, Stars and Stripes, and Sparkle Sandy Springs — for garage parking only; on‑street parking remains subject to closures and existing rules.
Doctor Melody Kelly moved approval of the parking fee schedule amendment; the motion was seconded by Member John Paulson and passed. Freeman confirmed the change applies only to garage parking for those three events and not to on‑street parking, which may be closed for event setups.
Both items were approved by voice vote during the Authority’s special meeting; the PFA then adjourned and staff moved on to the council work session and regular meeting.
