County approves $20,000 service agreement with Beyond Guardianship for adult protective-services cases

The Lorain County Board of Commissioners authorized a purchase-service agreement between the county's Job and Family Services (JFS) and Beyond Guardianship Services O'Leary of Elyria for up to $20,000 to provide protective guardianship services for adults, using Title XX Social Service Block Grant funds.
Christopher Cabot, JFS director, explained the contract covers a four-month period — June 1 through Sept. 30, 2025 — as the federal fiscal year ends in September; he said the county typically refers about five adults per year and currently has about seven active guardianship cases with the provider. Cabot said the firm bills the county only when services are provided and that the $20,000 for four months equates to approximately $60,000 for a full 12 months if funding were continued.
Cabot said Beyond Guardianship provides guardianship for adults who have no appropriate family available and that the firm is located in Elyria; the previous provider had been located in Cuyahoga County. He described the provider's work as removing difficult and legally sensitive decisions from county staff and said the services can be both practical and personal, describing examples the provider has arranged for clients.
The board approved the agreement by voice vote during the meeting; commissioners recorded no dissent in the transcript.
