Lorain County authorizes JFS director to manage intercounty TANF adjustments for fiscal year

The Lorain County Board of Commissioners authorized Christopher Cabot, director of Job and Family Services (JFS), to sign and execute intercounty adjustment-of-allocation documents for the county for the period July 2025 through June 2026.
Cabot told commissioners the intercounty adjustment process allows counties across Ohio to transfer Temporary Assistance for Needy Families (TANF) and Title XX funds so that no county returns unspent federal funds to the U.S. Department of Health and Human Services. He said the county’s total funding pool managed under the practice is more than $6,000,000 and that Lorain County has not sent funds out since February 2023, meaning the county has generally retained its allocations in recent years.
The board approved the authorization by voice vote. Cabot described the procedure as a cooperative mechanism among Ohio’s 88 counties that permits short-term transfers when one county has unspent funds and another county has an immediate need for programmatic spending.
Cabot said examples of uses include TANF programs such as school-closure assistance and other county-level programs; transfers are used so funds remain available for services to residents. Commissioners recorded no dissent in the transcript.
