Cabell County Schools staff presented several operations and support items to the board at the June 3 meeting, including a $33,616 construction change order for the Woody Williams Center for Advanced Learning and multiple maintenance and service contracts scheduled on the board agenda.
District operations staff said the items are routine parts of finishing a remodel and year‑round maintenance, but they can carry budget and scheduling impacts that the board and public track.
Justin Boggs, the meeting’s operations presenter, said a general change order request for Neighborwall Construction would add $33,616 to the Woody Williams Center contract to cover structural steel, additional concrete work, conduit revisions for fiber and other items that arose while remodeling an older building. He said allowances for unforeseen work had been established at $125,000 and that staff negotiated credits, including a $16,000 saving by substituting district‑standard door locks in lieu of higher‑cost hardware.
Boggs also identified a ZDS LLC contract for HVAC commissioning at the new Meadows Elementary at a bid of $59,500 (the project budgeted $80,000); he noted the commissioning is required by the School Building Authority and tests HVAC, electrical and building systems end to end. The agenda listed a three‑year county contract for HVAC filters and services (approximately $126,870) that piggybacks on a neighboring district to lock pricing; Boggs said the contractor supplies filter frames and maintains monthly service schedules. The existing trash removal contract with Republic Services was described as a routine three‑year renewal on the agenda.
Other items included a Keaton’s Construction bid for a storage building at Meadows Elementary that reportedly came in $3,000 under budget, and an authorization to purchase up to an additional 50 tons of road salt at an estimated incremental cost of $17,950.50 to replenish the district salt shed after a heavy winter.
Boggs told the board the operations team had reviewed alternatives — for example, replacing certain hardware with standard district components to save money — and had packaged several items for board action. Several of the items enumerated in the presentation were included on the meeting’s consent agenda, which the board later approved as a group.
No additional board action specific to each contract was recorded in the public presentation; board members asked a few clarifying questions about salt inventory and district staffing but offered general appreciation for operations work.
