Davidson Water asks county to swap BRIC MOU for HMGP application to stabilize riverbank at water plant

Davidson Water representatives told the Board of Commissioners on June 5 they must switch a previously planned FEMA BRIC (Building Resilient Infrastructure and Communities) grant application to the FEMA Hazard Mitigation Grant Program (HMGP) after state officials directed applicants to pursue HMGP instead.
Ben Palmer of Davidson Water explained the state asked BRIC applicants to move to HMGP; because Davidson Water is a utility and not an eligible direct applicant, it needs the county to act as sub-applicant. Palmer said the county’s prior MOU for BRIC should be terminated and replaced with a new MOU tailored to HMGP requirements. He said Davidson Water will cover 100% of any local match or project costs and that the change is procedural to ensure eligibility for an October 31 application deadline.
County Manager Casey Smith confirmed staff would prepare an MOU to terminate the BRIC agreement and replace it with an HMGP-focused MOU; commissioners placed the replacement MOU on the consent agenda for the next meeting.
No budgetary change was requested at the June 5 meeting; Davidson Water said it remained responsible for project costs and that the county’s role is limited to acting as a sub-applicant for the federal grant process.
Speakers included Ben Palmer (Davidson Water) and the county manager; commissioners approved placing the revised MOU on the consent agenda for the next board meeting.
