East Stroudsburg panel adds North Campus transportation addition; board approved notice to proceed

The East Stroudsburg Area School District Property & Facilities Committee on June 4 added a notice to proceed for a small addition to the North Campus transportation dispatcher office and recommended that the board approve it.

The committee discussed a proposed 10-by-12 bathroom and storage closet plus an approximately 16-by-30 staff “common area” addition to the existing dispatcher structure. Josh (staff member) said the district does not expect a formal land-development process because the project “is not changing zoning” or adding impervious area, and that no Department of Environmental Protection permit is expected for land disturbance or the on-site septic system.

Josh said the construction budget included in the notice to proceed is $175,000 “as a cushion depending on what the final scope ended up being.” He described a tentative procurement schedule: bids opened/approved in October and substantial completion by July, with the precise year left unspecified; he also said the district would try to begin earlier if weather and site conditions allow. Committee members agreed to add the item under action items, and the board later approved the notice to proceed.

Why it matters: the addition is intended to provide restroom and storage space for transportation staff and to formalize the scope and budget ahead of bidding so contractors can order materials and schedule work. The committee emphasized that the assumptions about no DEP permits and adequate on-site utilities could change if design work identifies different conditions.

Discussion and next steps: staff will finalize design details, circulate the notice-to-proceed documents, and proceed with the advertised bidding and scheduling. The committee asked that the item return to the board for formal contract and budget approval once bidding completes and scope is finalized.
