Planning Commission approves Gardens Casino LED pylon sign upgrade

The City of Hawaiian Gardens Planning Commission on a Wednesday meeting in June approved an amendment to a conditional use permit allowing The Gardens Casino at 11871 Carson Street to replace its existing double‑sided pylon LED with a larger display and upgraded illumination.
Planning staff told the commission the proposal keeps the existing pylon height at 35 feet while enlarging the LED display from about 66 square feet per side to about 106 square feet per side. Staff said the combined sign area for both sides, including the channel letters and cabinet faces, would total about 364.4 square feet, which remains below the 450‑square‑foot maximum established by a 2014 city ordinance allowing pylon signs. Staff also described mitigation measures including a nonreflective linear louver over LED rows, a narrow‑angle cutoff to direct light, an automatic photocell tied to an astronomical calendar to dim from twilight to dawn, and manual or prescheduled dimming capabilities.
Rod Wilson, owner of EMI, the company that will refurbish and install the display, said the proposed Daktronics LED modules have an expected life of about “a hundred thousand hours, which equals 10 years of life approximately,” and that his company will provide onsite maintenance and remote content control. Planning staff reported they received no written or oral correspondence on the item and that property owners within 300 feet were noticed of the public hearing.
Commissioners asked about brightness and glare; staff pointed to the conditions of approval that give the community development director authority to require minor modifications to plans and to change allowable nighttime brightness if necessary. The conditions also require replacement of damaged landscaping after installation and removal of graffiti within 24 hours.
No members of the public spoke at the hearing. After the applicant confirmed agreement with the recommended conditions of approval, the commission moved, seconded and approved the resolution recommending issuance of the amended conditional use permit (PLNG20250042, amendment to PLNG2014018) by roll call: Commissioner Alvarez — yes; Commissioner Gonzales — yes; Chair Grant Winford — yes. The motion passed and the commission approved the amendment.
The decision allows The Gardens Casino to proceed with the described sign upgrades under the planning commission’s conditions; the approval includes delegated authority for staff to address minor design or brightness adjustments if complaints or technical issues arise.
