Montgomery Matters: County staff present draft goals after extensive outreach; commissioners press for measurable baselines and coordination with capital plans

Montgomery County planning staff told the Planning Commission on May 14 that the county is roughly three‑quarters of the way through Montgomery Matters, an 18‑month comprehensive‑plan update, and presented draft goals, public engagement results and next steps.

"We are in the middle right now of step 4, which is the development and evaluation of recommendations," Justin, the planning project lead, told the commission, adding the draft goals reflect months of outreach and stakeholder input.

Why it matters: A comprehensive plan sets long‑range policy and informs zoning, capital projects and budget priorities. This update will influence where the county directs growth, investment in infrastructure, and programs for housing, environment, and services.

Engagement and process

Staff presented the public‑engagement record that informed the draft goals: more than 1,000 community survey responses, roughly 300 GIS‑map survey responses, two open houses (70 attendees combined), more than 600 public comments on goals, 20+ stakeholder meetings with 80+ stakeholders, and 11 public intercept events that reached about 850 people. Staff said the process has produced a countywide vision and four "core matters": the county is intentional, resilient, accessible and collaborative.
