Commission approves large residential planned‑development at Atlanta Highway, commissioners say it will increase attainable housing

The Athens‑Clarke County commission approved a major revised planned development for roughly 200.5 acres at 4504–4530 Atlanta Highway and 125 Bedgood Road on June 3, a project the applicant and supporting commissioners described as a significant addition of owner‑occupied and attainable housing.

Commissioner Carol Johnson, whose district includes the property, said she reviewed the planning commission report, conducted site visits to comparable developments and hosted a neighborhood drop‑in meeting for public input. She moved to approve the revised planned development and said neighborhood concerns were addressable.

Developer representatives and local planners described the proposal as mixed housing types with connected amenities and public green space. Supporters noted the project will deliver a large number of modest single‑family and attached units that could help meet demand for owner‑occupied, middle‑income housing.

Opponents spoke to potential traffic and infrastructure strain; commissioners said conditions and design revisions in the PD amendment would address circulation, green buffers and trail connections. The ordinance amending the PD was read into the record and the commission approved the request by voice vote.

Commissioners said approval does not remove subsequent permitting and infrastructure requirements; staff will coordinate site development approvals and any required utility upgrades. The developer said construction is intended to be phased and to include public open spaces and trail connections to Holland Park and adjacent greenways.

The project’s approval is the largest residential PD action taken by the commission in recent months and will be subject to follow‑up zoning enforcement and infrastructure review by county staff.
