The Finance, Budget & Personnel Committee voted to recommend common council approval of a revised Recruitment Policy (3.145) that restructures the hiring process by position level and clarifies roles and oversight.
Human Resources Director Sarah Dressel presented the overhaul, saying the update will "differentiate the recruitment process based on position levels from the city administrator to entry level rules." Dressel described new steps including a required intake meeting to confirm job-description needs and to streamline initiation by department and division heads for budgeted positions. She also noted departments governed by independent boards or commissions, such as the library, are not directly covered by the policy though HR will assist them.
Nut graf: The revision is designed to speed hiring, improve consistency in sourcing and vetting candidates, and provide clearer procedures for counteroffers and other common recruiting issues.
The committee moved, seconded and voted to recommend the revised policy to the common council.
Ending: If adopted, the policy will require intake meetings and clearer initiation steps and will retain oversight mechanisms via this committee and the common council for specified hires.
