Adams County highway staff update: bridge pipeline relocation, power‑line moves and paving projects

The board treated both as routine permits and approved them without extended debate.
Brad, who presented the highway update, provided project status reports. He said contractors were finishing striping work (including a centerline and double‑centerline areas) and that crews planned dust control applications for roads where residents had purchased the service if weather permitted. He reported that 400 South (project between 550 West and 700 West) has received stone base widening and that the county intends to let the base set over the year so chips can be applied next spring.
Paving work: crews completed a base coat on 300 North (from State Road 27 to the county line) and were applying the top coat at the time of the meeting; Brad said crews grind intersections for smoother transitions but do not grind the entire mainline. County Road 700 South work (from 27 to 150 West) was set to begin the following day and was expected to take roughly three months for curb, gutter and intersection improvements. Contractors were expected to raise part of 300 North by about 5 inches, after which short stone will be added and the road will appear wider.
Road conversion: the county completed a conversion on a segment of 400 South with a widened stone base; Brad said the plan is to let the work set for the season and then chip and seal the surface the following year.
Other items: striping crews were scheduled to finish Winchester Road and finish a hill on 350 West; county mowers were operational though awaiting a PTO shaft part; Fleming's contractor reopened 750 North after previously closing it for housing extension work and coordinated required permits with the sheriff's office.
Commissioners asked about timing and whether engineer review was required for striping; staff said the striping conformed to speed‑limit and marking standards and could be done by the contractor. Commissioners directed staff to continue the scheduled work and to coordinate with county procurement and engineering where required.
Permits and smaller procedural motions approving the described permits were recorded in the meeting; the highway department will continue to bring updates as projects advance.
