Peoria approves IGA with Surprise for Jomax Road extension; Surprise to contribute first $6 million

The Peoria City Council voted 7–0 on June 3 to approve an intergovernmental agreement (IGA) with the city of Surprise to design and construct an extension of Jomax Road from Trilogy/Hundred‑and‑26 to Dysart Road. Staff said the project will provide an interim two‑lane segment with bike lanes, a box culvert at McMickenwash, a 24‑inch city water line and a roundabout at Jomax and Dysart.
Development Engineering Director Jeff Curran described the project and the IGA. “This road extension project will extend from basically Trilogy … to Dysart Road. It’ll be an interim section, two lane section with bike lanes on both sides,” Curran said. He said Surprise led the initial traffic planning because that city needs secondary access for northwest Surprise when closures occur on Grand Avenue.
Under the IGA, Surprise will provide the first $6,000,000 toward design and construction; any additional costs beyond that will be Peoria’s obligation. Curran told council Peoria already included approximately $820,000 in the Fiscal 2026 CIP for right‑of‑way acquisition and design, and roughly $3.9 million in FY‑27 for construction, with total Peoria participation estimated at about $4.7 million.
Curran said Surprise will lead final design, procurement and construction management; Peoria will lead right‑of‑way acquisition and ultimately assume operation and maintenance responsibilities for the completed roadway. Staff said right‑of‑way acquisition is expected to begin in the fall with construction following design and acquisition milestones.
After public comment (none on the item) the council approved the IGA on a unanimous vote.
