Morgan County approves Medici contract to digitize and index recorded documents

Morgan County commissioners voted on June 3 to approve an agreement with Medici Land Governance to digitize, index and publish recorded documents online. County staff said the service will speed document indexing, make historical documents accessible to the public, and integrate recorded documents with the county’s parcel fabric work.
Recorder’s staff described the pricing: a one-time onboarding fee of $5,000 and an annual service fee of $1,000 beginning in fiscal year 2026. In addition the vendor charges per-page fees for daily recordings processed through the service (staff used a 20¢ per-page estimate for budgeting). Recorder staff said they will budget the ongoing page-processing cost in the recorder’s annual budget and that the onboarding fee would come from the recorder’s current non-departmental fund.
Staff said other counties using the platform reported improved access and faster indexing of older scanned records. County IT staff participated in security discussions and indicated Medici uses industry-standard encryption; the recorder stressed that documents are public records and no private personal data would be posted outside existing public-records rules. The commission approved the agreement and directed staff to budget for the recurring costs.
