Oldsmar OKs one-year agreement for Bicentennial Park community garden, shares irrigation costs

The Oldsmar City Council approved a one-year use agreement on May 20, 2025, allowing Oldsmar Organic Community Garden to continue gardening activities at Bicentennial Park from July 1, 2025, to June 30, 2026.
City Manager Felicia Donnelly described the garden’s history, noting volunteers formalized the group as a 501(c)(3) in 2014 and that ‘‘the city will share a portion of the irrigation utility costs at 50% up to a total of $500 annually.’’ The agreement requires the garden group to cover irrigation costs above the city’s contribution; the city attorney reviewed the agreement and staff recommended approval.
Councilors moved, seconded and approved the agreement by voice vote with no recorded opposition. The council did not amend the terms in the meeting.
The action preserves community gardening space in a city park and commits a modest, capped annual utility contribution by the city. The agreement will be administered by parks staff; questions about plot assignments or garden operations were referred to the city clerk’s office.
