Oldsmar adopts updated Pinellas County mitigation plan to retain flood-insurance credits

Oldsmar’s City Council adopted Resolution 2025-13 on May 20, 2025, formally adopting the Pinellas County 2025 Local Mitigation Strategy and designating the document as the city’s official floodplain management plan.

City Manager Felicia Donnelly, who presented the item, said the update was developed with public input and coordination among governments and ‘‘follows a 10 step planning process consistent with FEMA’s multi hazard mitigation regulations under the disaster mitigation act’’ and noted staff recommendation for approval. The resolution passed on a voice vote with no opposition.

The nut graf: adoption keeps Oldsmar eligible for Community Rating System (CRS) credits under the National Flood Insurance Program, which can lower flood-insurance premiums for residents and guide mitigation grant eligibility and post-disaster redevelopment. Donnelly told the council the LMS update also includes a multi-jurisdictional public-information program to coordinate outreach on flood risk and insurance.

In the council discussion there was no request for changes. The council voted to adopt Resolution 2025-13 by voice vote; the motion was seconded and the chair announced the motion passed. Kristin Garcia, the city clerk, said copies of the full plan are available through the clerk’s office.
