Oldsmar council approves midyear budget adjustments, including batting cage and stormwater work

The Oldsmar City Council on June 2 approved Resolution 2025-15, revising the fiscal year 2024–25 budget to cover several operating and capital needs.

City Manager Felicia told the council the general fund requires $7,000 for increased concrete costs for the streets division and $60,000 for a softball batting cage at the Oldsmar Sports Complex. Felicia said Oldsmar Little League has received grant funding approval from CFY and completed fundraising; the city will pay upfront and then receive a donation of $26,000 from Oldsmar Little League along with the CFY grant funds. Staff said contingency reserves and donation revenue will fund the adjustments. Felicia also requested a $100,000 transfer from the general fund to the public safety impact fund to complete previously appropriated projects due to timing delays in anticipated revenues.

For the water and sewer operating fund, staff requested $25,000 to cover a liability settlement deductible related to the Florida Municipal Insurance Trust (item referenced elsewhere on the agenda); the water reclamation facility requested $35,000 for increased sludge hauling and disposal costs after a unit cost increase from $59.13 per ton to $89.50 per ton; an additional $25,000 was requested for pump repairs and maintenance; and the RO plant requested $15,000 for generator maintenance. The stormwater utility fund requested $30,000 for post-design services from WSP for the State Street culvert project. Staff recommended approval; the council approved the budget revisions by motion.
