UDOT-led Bear Lake trail extension will be turned to local maintenance; agreement to be finalized

A Utah Department of Transportation (UDOT) representative briefed the commission on the Bear Lake Trail Marina Extension and the maintenance responsibilities that will follow construction.
Darren of UDOT said the funded portion covers the trail from the existing marina north to Swan Creek and that work is being pursued through the Utah Trails Network. He advised that, once construction is complete and the Utah Trails Network process is finalized, the local government will assume maintenance responsibilities and ownership rights consistent with the network agreement.
Commissioners asked about maintenance standards and timings; Darren and county staff said the Attorney General's office is preparing an agreement that will spell out the frequency and extent of maintenance obligations and that staff will provide the agreement to the planning director (Mitch) for review. Staff said construction is scheduled for summer 2026. The commission asked staff to review the forthcoming agreement and return for further discussion if needed.
