The Village of Wheeling Board of Trustees on June 2 approved a major site plan and building-appearance application for a new Northwest Mosquito Abatement District administrative building at 147 W. Hintz Road.
Community Development staff told the board the plan commission unanimously recommended approval on May 14 with three conditions: submit an irrigation plan covering all landscaping as required by section 19.11 0.02.G at the time of the building permit; provide financial surety for landscaping plant materials and installation before any village permits are issued; and return to the plan commission for site-plan approval and any height exception if a new antenna tower is proposed.
The project calls for a single-story, 14,430-square-foot administrative building with associated site improvements. Architect Jamie Zara, representing the petitioner, attended the meeting and answered trustee questions about operations and location.
Trustee Rufado asked whether possible future Cook County consolidation of mosquito districts would affect the building; Zara said if Cook County consolidates districts, “this building will be used as a mosquito abatement district just because of the location,” indicating the site would remain appropriate for district operations.
Trustee Lang moved approval; Trustee Raffato seconded. The board voted unanimously in favor.
The approval is subject to the plan-commission conditions; the petitioner must provide the listed landscaping plans and cost estimate to community development and seek additional approvals if an antenna is proposed. No variance or building permit has been issued at this meeting; permits and any required surety must be submitted before construction work under village jurisdiction begins.
The plan commission recommended the project after reviewing materials at its May 14 meeting and forwarding the item to the board with those recommended conditions.
