A commissioner asked whether Stroberg had already been providing services since the retroactive date; staff confirmed he has been prosecuting in juvenile court under Judge Green and performing satisfactorily. The county sought outside counsel after the district attorney's office notified counties in the circuit it would no longer provide juvenile‑court solicitor services.
Board discussion noted there were few attorneys willing to prosecute juveniles and that Stroberg was recommended by the juvenile court judge. Commissioners moved, seconded and approved the agreement by voice vote; the contract amount and funding source were discussed as being available within the DA budget allocation for the service.
No amendments to the rate were made in the meeting; staff indicated the approved rate is comparable to or lower than many private practice rates.
