Camden County signs intergovernmental agreement with Kingsland to formalize water utility easements and operations in unincorporated areas

The Camden County Board of Commissioners approved an intergovernmental agreement on June 3 that formally recognizes the City of Kingsland as the operator of certain water and sewer utilities located in county easements in unincorporated portions of the county.
County staff said the agreement documents locations where Kingsland provides water and sewer service (predominantly along Harriet's Bluff Road, Clark's Bluff Road and parts of Vicuna) and assigns responsibility to the city for operation, maintenance and required testing such as hydrant checks. The IGA also requires Kingsland to restore easements to their prior condition following maintenance or construction work.
A county commissioner asked why no earlier written agreement was on file; staff said the installations likely predate easily searchable county records and may have been recorded in earlier decades but not located in the current filing system. The board moved, seconded and approved the agreement by voice vote.
The IGA memorializes existing operations and clarifies responsibilities for maintenance and restoration between the city and county going forward.
