Tooele City raises nonresident library card fee to $40; appoints three to library board and hears annual report

The Tooele City Council on June 4 approved Resolution 2025-48 to raise the nonresident library card fee from $30 to $40 per year, effective July 1, 2025. The council also confirmed Mayor Winn's appointments of Denise Hall, Jesse Lloyd and Kalani Masarino to three-year terms on the library board and received the library's annual report.
Library director Chase Bridal told the council the $40 figure was calculated by dividing the library budget by the number of Tooele City residents to avoid residents subsidizing nonresidents. "By raising it to 40, I anticipate that it'll set us up for at least the next 10 years," Bridal said. The increase affects new purchases or renewals on or after July 1; currently active nonresident cards will renew at the new rate when they expire.
The council unanimously approved the fee increase and the three appointments. Bridal described the appointees and told the council the additions will bring the board above the state's five-member minimum.
In the annual report, Bridal said the library had 49,282 physical collection items and 449,356 electronic titles available through statewide services. He reported 60,258 total visits in the past year (an 8% increase), 9,340 cardholders (816 nonresidents), 74,344 physical checkouts and 6,305 digital checkouts. Summer reading participation rose to 1,529 active participants and patrons logged 2,865,128 total minutes during the program.
Budget and operations: Bridal said the library realized roughly $55,493 in non-staff cost savings during the fiscal year and projected about $36,000 in library revenue, a 10% increase over the previous year. He said the library reduced one part-time vacancy during the year and implemented a catalog-system migration in January that led to a cardholder cleanup and renewed patron engagement.
Projects: Bridal described facility and technology upgrades completed in the past year, including a new boiler, stamped concrete and xeriscaping to reduce water use, expanded streaming content via the Canopy service, and membership in the Beehive Library Consortium for statewide digital access.
Discussion vs. decision: The fee increase and appointments were formal council actions (resolutions). The annual report was received for information; no further action was required.
