Supervisors review FY 25–26 budget and move landfill expansion into Tier 1 capital projects

Greenlee County staff presented the proposed fiscal year 2025–26 budget and requested that the board move a planned commercial and demolition landfill cell into the Tier 1 capital improvement list.
County Administrator Derek Rapier said funds accumulated from tipping fees and a soils program would allow the county to build a new construction-and-demolition (C&D) cell and that staff estimated the project could be completed for about $1.2 million. Rapier said the county could build a double-size cell and that most heavy excavation would be contracted out while county staff would support mapping and aerial surveying.
Rapier reviewed progress on multiple capital projects: the fairgrounds redesign (second arena completed and parking work under way), Loma Linda ball field (pump connected, irrigation and fencing next, then grass planting) and public-works campus construction. He said an auction to acquire additional landfill acreage is planned for October 2025 to ensure decades of capacity.
The board discussed building priorities and requested that staff add developing a courthouse security plan to Tier 2, citing challenges related to ADA access and existing building layout. Staff said many Tier 1 items are near completion and that once the board adopts a tentative budget at the next meeting, staff will provide summary bullet points explaining changes from the prior year’s tax levy and valuation.
No formal budget adoption occurred at the meeting; staff presented the schedules, encouraged board review and said the tentative budget adoption is expected at the June 17 meeting, followed by final adoption on July 20.
