The Greenlee County Board of Supervisors approved the purchase of a DS950 high-speed scanner and tabulator for the elections department at a cost of $147,085, county staff said. The purchase will be paid using federal HAVA grant funds and existing election funds in the county budget.
Bianca Fasener, the county’s election director, presented the sales-order agreement and confirmed the county has HAVA and election funds available to cover the cost. “That purchase amount is a hundred and $47,085,” Fasener told supervisors as she explained the funding plan.
Board members asked whether the procurement was sole-source and how it fit past purchases. Fasener and finance staff said federal scrutiny of election equipment and interoperability concerns make single-source procurement common for tabulators; the county’s options are limited to the manufacturers in use in Arizona. The board discussed that the county had previously applied for about $103,000 in federal HAVA funds and that leftover general‑fund election money was also available to cover the balance.
A motion to purchase the DS950 using HAVA and election funds was made and seconded; the board approved it by voice vote. Staff said the device will be integrated into the election process for upcoming cycles and that delivery timing depends on manufacturer lead times.
