County updates board on capital projects: jail medical/intake addition, HHS renovations, operations center and other facilities

Coconino County department heads and construction managers briefed the Board of Supervisors on the status of major capital facility projects, including ongoing jail renovations, social services space upgrades and a planned county operations center.
Sheriff Axline described the jail medical unit and an intake/transfer/release reconfiguration designed to increase medical capacity and improve safety. The overall jail project budget is $20,000,000, funded approximately with $10 million from the jail district reserve and a $10 million bond; staff said construction could begin within weeks and is expected to finish in 2027.
Jeff Stein of Facilities Management reviewed three completed or near-complete projects: the Pathways to Community tenant improvement and a 1,500-square-foot building addition (about $1.3 million total) that will house the sheriff’s re-entry Pathways program; HHS renovations and a new client lobby and conference space (budgeted about $3.3 million); and design progress on a new Coconino County Operations Center at the Sheep Hill Public Works campus (estimated $4.5–$5.5 million budget range). Ray Garcia of Public Works described a companion storage/vehicle barn and training-ready rooms at Sheep Hill (estimated $5–$6 million) that staff expect to bid alongside the operations center to capture construction efficiencies.
County staff also summarized preliminary designs for a planned Coconino County Tuba City Regional Service Center (about 8,200 square feet) intended to house multiple county services and provide community meeting space; federal congressional earmark funding was discussed but staff said final federal release remained pending. Presenters stressed coordination across departments to reduce duplication and noted temporary accommodations for displaced operations during construction.
No board action was required; supervisors asked staff to return with schedules for occupancy, clarified funding sources for each project and to continue coordinating project timelines so services can remain available during construction.
