The Tucson Mayor and Council took a number of final votes on June 3. The most consequential actions were adoption of the fiscal 2026 budget and compensation plan and the referral of Plan Tucson 2025 to the November ballot. Most measures passed unanimously.
Key votes and formal actions (June 3, 2025):
- Executive‑session authorization (Item 1/2): After an executive session on acquisition of renewable water supplies, the council authorized and directed the city manager, city attorney and staff to proceed as discussed in executive session. Motion carried by voice vote.
- FY26 budget adoption (Resolution No. 23934): The council adopted the fiscal year 2026 budget at a special meeting called for final adoption. Vote: 7‑0.
- Compensation plan (Ordinance No. 12173): The council adopted the FY26 compensation plan and related code amendments, including a technical magistrate pay amendment (magistrate rates effective Aug. 16, 2025). Vote: 7‑0.
- Development impact fee rates (Ordinance No. 12169): The council adopted updated development impact fee rates and schedules for fire, police, streets and parks; the ordinance phases fee changes in over three years as presented. Vote: 7‑0.

- Downtown Tucson Enhanced Municipal Services Improvement District assessments (Resolution No. 23938): The council held the required public hearing and adopted the fiscal year 2026 assessment schedule for the district. Vote: 7‑0.
- Liquor license recommendations: The council forwarded five liquor license applications to the Arizona Department of Liquor Licenses and Control with a recommendation of approval. Motion carried.
- Consent agenda and other routine items: The council approved consent agenda items (including a lease and an intergovernmental agreement and the Harold Bell Wright Park covenant with neighborhood) by a 7‑0 vote.
Other action: Council directed the city attorney to continue interjurisdictional engagement to identify union‑related activities that could qualify for paid release time and to explore alternatives such as employee donated leave; motion carried by voice vote.
