Committee advances several temporary premise approvals and forwards nonrenewal list to council

The City of Green Bay Licensing/Inspections Committee on Monday considered a range of licensing items including temporary premise expansions, routine renewals and a compiled list of liquor and massage license nonrenewals to be sent to the Common Council for final action.
Committee members approved recommendations to forward two limited premise/temporary expansions to council: a limited expansion for a downtown licensee (listed in the packet as “**** and Bull” for an outdoor/back parking lot fence event on Aug. 16, 2025) and a tented outdoor extension for Rosetta Pizza at 746 Huron Road for extra standing room on June 28. Both items were approved by voice vote and will be recommended to the June 10 council meeting.
The committee also processed a series of routine renewals for massage establishments (several addresses including 111 High Street Riverside Massage Therapy; 321 South Forest; 810 South Maple; 1566 West Mason Swedish Massage; and others listed in the packet). Police and the city attorney reported no objections for many renewals; motions to approve were carried by voice vote for the items where no objections were recorded.
Staff told the committee there will be a list of nonrenewals sent directly to the Common Council on June 10. Staff reminded members that nonrenewals do not go through committee and that sending the nonrenewal list to council authorizes staff to mail notice to licensees, which starts the appeal period and any subsequent quasi‑judicial hearings. Police and staff summarized a recent enforcement report: between May 8 and May 29 there was one liquor violation and one citation tied to large disturbances at downtown venues; officers completed property referrals in those incidents.
The committee approved the licensing packet motions by voice vote where staff recommended approval and directed staff to forward the list of nonrenewals to council for notice as required by the updated Chapter 4 process.
