Henry County moves SPLOST money into roads and capital projects; $13.95M resurfacing contract approved

Henry County commissioners on June 3 received updates on SPLOST collections and approved multiple SPLOST‑funded contracts to advance road and capital projects across the county.
County staff said collections for SPLOST‑6 began April 1 and that, as of May 6, the board had approved just over $26 million for SPLOST‑6 projects. David Smith, the county’s financial director, told the board that year‑to‑date revenues across funds are running above budget and that the FY2024 audit work was underway with a draft expected in late July if schedules hold.
In formal action, the board awarded a contract for resurfacing various county roads to E.R. Snell in the amount of $13,951,706. The resurfacing package covers 79 roads — about 34 miles — in Commissioner Districts 1 and 5; county staff said a second package covering about 103 roads (roughly 30 miles) in the remaining districts will come to the board in two weeks. The resurfacing vendor selection was explained as driven by a county road‑condition scoring program that ranks pavement and prioritizes low‑scoring streets.
The board also approved a low bid from B.R.T.U. Construction Inc. for the Henry County Parkway at Henry Connector intersection improvement, $2,134,590.10, funded as a SPLOST‑6 project and delivered via a 50/50 cost share with the City of McDonough. Staff said the project will construct a two‑lane roundabout near the Mercer University area to improve north‑south connectivity once GDOT finishes State Route 20 work.
Separately, the board approved the selection of the highest‑ranked firm (procurement RFQ 25‑53) for design services on the Keyes Ferry Road extension from State Route 81 to North Ola Road, with a submitted cost proposal of $494,880. Staff said funding for the Keyes Ferry design is available in the SPLOST‑6 District 3 account; the road would create a new connection to North Ola near Mustang Drive and the high school.
Commissioners asked timing and coordination questions, including when temporary traffic signals would receive power at certain intersections. Staff said some intersections are still awaiting utility connections and that staff would follow up. All project awards were approved by motion and voice vote during the meeting.
