Finance seeks contract specialist and software to streamline budget and ACFR production

Melissa Cabrera, director of finance, told the council the finance department requested one new contract specialist FTE and funding for software to automate and simplify preparation of the budget book and the annual comprehensive financial report (ACFR).
Cabrera said the ACFR and budget book are labor intensive and that finance staff have pursued internal service cost savings and reorganizations to reduce pressure on the team. She said the proposed contract specialist would join a staff that the presentation shows increasing from 16 to 17 positions in FY26 and that the requested software (approximately $40,000) was recommended by auditors to help streamline report production.
Cabrera described other recent finance work, including assisting with MDFB financing for fire stations and police facility renovations, supporting business licensing and review processes and soliciting bids to improve city sales‑tax audit collection. She said the department coordinated with other departments to ensure internal service charge revisions reflected recent actuals.
