The board voted unanimously to approve New Hanover County Schools’ Academically or Intellectually Gifted (AIG) plan for the 2025–2028 cycle and authorized staff to submit the plan to the North Carolina Department of Public Instruction by the July 15 deadline.
Staff said the plan revises and builds on existing district AIG structures, incorporates feedback from site visits, the district’s gifted specialists and the district’s Gifted Advisory Council, and aligns with DPI guidance and applicable statutes cited by staff during the presentation. The district reported that about 21.3 percent of students in grades 3–12 are identified in AIG categories, while state funding supports identification at approximately 4 percent — a gap staff said affects resourcing decisions.
Board members thanked staff for the work and asked clarifying questions about supervision, the role of school‑level AIG teachers and how responsibilities are managed without a full‑time district AIG coordinator. Staff said the plan includes steps to support school‑level AIG teachers and to assign supervisory responsibilities appropriately given current staffing and budget constraints.
The board approved the plan by voice vote; staff said they will submit the plan to DPI and will make adjustments as required by DPI review or changing district needs.
