West Miami clarifies golf-cart rules, defers to state-licensed low-speed vehicles

The City Commission on June 4 approved an ordinance clarifying the city's rules for operating golf carts and low-speed vehicles (LSVs) on city streets.
Under the ordinance, golf carts or LSVs that are registered and licensed by the State of Florida and are operated in compliance with state law need not also meet the City of West Miami’s separate registration, use, and equipment requirements. The measure also clarifies streets designated as prohibited for such operation.
City staff described the change as a “cleanup” to put prior intent into clear language so owners who obtain state certification do not also need to seek separate city approval. City Manager Matthews told the commission the ordinance makes clear that “if the golf cart is a LSV or is a golf cart certified by the state of Florida, you do not need to come to the city of West Miami for approval.”
Commissioners asked staff to confirm street ownership where relevant; staff noted that Southwest Sixteenth Street is county owned. The ordinance passed on second reading by a unanimous roll-call vote, 5-0.
The city said the language simply sets an either-or system: state certification or city approval, and it clarifies local boundaries and the list of designated prohibited streets. The measure will take effect according to the ordinance schedule and staff will publish guidance for residents on where state-registered carts may operate within city limits.
