Parks board approves renewal of Arbor’s Park lease and maintenance agreement with Meadow Lake HOA

The Parks Board on June 4 voted to approve an updated 25‑year lease and maintenance agreement between the City of Lacey and the Meadow Lake Homeowners Association (HOA) for Arbor’s Park, the city said during an actionable agenda item.
Jen Burbridge, director of parks, culture and recreation, explained the original lease dated to 2000 and that the city owns the property while the HOA improved and maintains it. The updated agreement keeps HOA maintenance responsibility but adds quarterly hazardous tree and playground inspections performed by the city; the HOA would pay to remove hazardous trees identified by those inspections.
The new agreement also changes the termination provision: either party may terminate with 180 days’ notice rather than the 30‑day term in the prior document. The longer notice period was negotiated at the HOA’s request, city staff said.
“Whereas the city agrees to the execution of the lease, open to the general public,” staff noted in reply to questions about public access. The board moved, seconded and voted unanimously to approve the agreement; it will be signed by the city manager and council will be informed.
Ending: Staff said the agreement will help maintain an amenity for the neighborhood at no ongoing net cost to the city while clarifying inspection and hazardous tree removal responsibilities.
