Commissioners approve trail IGA and road-construction contracts, submit 2025 LMIG resurfacing list to GDOT

The Newton County Board of Commissioners approved three public-works actions Wednesday: intergovernmental agreements to complete the Cricket Frog Trail in coordination with the town of Newborn, a road-resurfacing construction contract award, and the county’s 2025 Local Maintenance and Improvement Grant (LMIG/Local Road Assistance) project list submission to the Georgia Department of Transportation.
Public Works Director Chester Clegg told the board the town of Newborn requested county assistance to grade and pave the remaining half-mile of the trail from Ziegler Road to the town park. Clegg said Newborn will pay direct project expenses (estimated at about $70,000) and the county will supply equipment and labor for a few days; the board approved the intergovernmental agreement authorizing the chairman to execute the contract and accept reimbursement.
Clegg also presented bids for the 2024 LRA resurfacing package; Bridal R Paving and Construction LLC submitted the lowest responsive bid at $951,000. Staff recommended award after confirming Bridal R’s GDOT prequalification and equipment availability. The board approved the contract 5-0.
Separately, Public Works presented the county’s 2025 LMIG/Local Road Assistance project list — an extra GDOT allotment this year of roughly $1.9 million — and the board approved submitting the project list for GDOT funding. Clegg said the additional allotment allows the county to add resurfacing segments across districts; staff will publish the approved project list and coordinate scheduling with commissioners.
Ending: The board authorized the chair to sign the Newborn IGA and the resurfacing contract and approved the LMIG project list submission; Public Works will coordinate project timelines and notify commissioners of the road segments to be resurfaced.
